An inspection will be done at all pagodas in Vietnam and statues depicting the Buddha hugging nude women will be removed.
This is in response to recent claims that there is such a statue in Vietnam, triggering anger among many who say it is blasphemous.

I recall that in Hermitage Among the Clouds, Thich Nhat Hanh makes the claim that "Lamaism" is a degraded form of Buddhism (this following on some oldy-moldy French scholarship). I wonder if this view on Vajrayana is common in Vietnam, and if it can be traced back to the views of French Orientalists.

Just speculating.

No. That view is not common in Vietnam. Mahayana and Theravada thrive side by side and each concerns about their own, much less about Vajrayana. Also, I have found many Vajrayana teachings translated into Vietnamese. So there is exposure to Vajrayana.
