But does HHDL claim to be a Buddha? Did he not suffer when a refugee from Tibet? Has he never suffered over the condition of his fellow Tibetans?

he doesnt claim to be a buddha, but the tibetan people and some people see him as the manifestation of Chenrezig. im sure he can feel the suffering but that doesnt mean that he suffers.

but yeah, i agree you should write to him yourself or watch more of his teachings and books to understand him better. power of forgiveness might be a book you like.

Not trying to just be clever, but I don't think anyone suffers due to helping others, if anything helping others is something that nullifies suffering.

Suffering happens due to negative karma from previous actions. Helping others generates positive karma which will ripen positively in the future.

If suffering happens in the course of helping others, it's from previous negative karma ripening.

I think, HH The Dalai Lama his insight is not by dual mind percieving others. The help is actually what is called Absolute Bodhichitta or Wisdoms' Compassion.
