Well technically anyone with Bodhisattva Vows can give them. It's true that the Tibetan tradition seems to have restricted this somewhat but that just means that they follow Atisha's or Asanga's respective traditions on this strictly.

Beyond the excellent responses from magnus, Cone and others, really the main practice of a ngagpa is constantly abiding in pure vision.
