Offerings Mantra

There is a mantra to empower when making offerings (torma, lights, water) :
NAMAH SARVA TATHAGATA AVALOKITE OM SAMBHARA SAMBHARA HUM

I saw it in the Precious Vase book of ChNN, but later research and its all over the internet.
I am wondering if I can use it without transmission of lung.
