I don't know him or what flavor of Nyingma he represents, but Khenpos are generally pretty reliable as scholars and Nyingma Khenpos are rare.

2. I support Mingyur R and HHDL in their positions against lama abuse.

They were both in Taiwan earlier this year, and Dzongsar Rinpoche especially requested to go there and give introduction before khenpo's teaching course:
