English version of Tendai Shikyogi

I am having great difficulty finding a translation of the Tendai Shikyogi as it only appears in bits and pieces in the few English works on Tendai. Do the Tendai Institutes in Hawaii or New York have their own translations that are used for study? If so, is it possible to get a copy of this foundational text?

The text you are looking for is included in this volume Tiantai Lotus Texts from the Buddha Dendo Kyokai Numata Translation Series.

That translation is well-regarded and is very readable.
