As this thread http://www.dharmawheel.net/viewtopic.php?f=81&t=9866 was created a while ago it seems like it's time to do an update.
My contributions are that the Tibetan online dictionary can now be found at http://khata.co/ while the Nitartha dictionary seems to be out of action while they overhaul their website.
This online keyboard https://www.branah.com/tibetan is also also good except I can't figure out how to add a ratak or yatak. Are there any better ones around?

Problem solved now I've installed this free keyboard (donations appreciated) http://www.thubtenrigzin.fr/denjongtibtype/en.html. This resource from Ranjung Yeshe helps to learn some classical vocabulary but you may need to master correct pronunciation first as there is no audio.
