Yeah, sure. There are many lamas who would give this at least fairly regularly.

Hi, yeah - I've had the empowerment a few times and some explanations. It's the exact same practice that is explained in that text. I've also been lucky enough to have a few days of teachingon Tibetan Medicine, which is a fascinating topic.
