I am familiar with the text. Zhiyi makes use of it. To my knowledge there are no English translations unfortunately. But I'll ask around. Otherwise, I can add it to the ever-growing 'to-do list' of translations.

You are right in my mind to identify a divide of sorts between Stevenson, Donner, and Swanson on the one hand, and with Ng and Ziporyn on the other. But I wouldn't attribute it to Japanese vs Chinese ...
