1. I don't know about Canadian laws.
2. You don't actually need these kind of implements for Chod, you can do Chod practice just fine without.
3. Such items are best obtained from a lama or someone qualified.

So to conclude, it seems to me that, unfortunately, you are mis-interpreting what is probably a very approximate / rough transcription of what Rinpoche really meant. This is why, on such matters, JLA's approach of going back to canonical tibetan texts is more pertinent and has more authority. Agreed.
