Yes, to me it seems odd that this is called a "no-empowerment" text. Maybe they figure that if you're just reading it, you're not really doing the practice? In any case, IMO you should try to get transmission if you are serious about doing the practice.

Pharping is a must as a pilgrimage spot for Nyingmapas, but it's not that easy to find a good practice space there anymore. Too crowded and noisy, and too much truck traffic. Then again, if you're from Kathmandu, you may not notice these and it may seem like paradise.

Yes, Malcolm is right in that unless you're engaged in some sort of special practice, there's no need to worry about it too much, especially if you're young. If you're interested in the less exalted but beneficial effects that can arise from retention, you could look at the Taoist manuals.
