Well my teacher, Loppon Ogyan Tanzin Rinpoche, gives DI, fourth empowerment, preliminaries, sadhana, you name it.

Actually, come to think of it, he is a big fan of preliminaries and supporting practices for the realisation of Dzogchen.

You can buy certain amulets, etc... and breathe on them after doing mantra, in which case it is the power of the mantra doing the work ,rather than your personal ability. ;)

No, there are traditions of DI in Mahamudra too. Ganges Mahamudra, for example.
