Those hats signify monastic morality and are worn in some ceremonies by monks, regardless of lineage. They pre-date Tsong Khapa, if I recall, but were used pretty rarely prior to Geluk’s rise.

Also consecration of an object and empowerment of a person are very different--the basis of each differs, and the purpose of consecration vs. empowerment also differ.
