Those hats signify monastic morality and are worn in some ceremonies by monks, regardless of lineage. They pre-date Tsong Khapa, if I recall, but were used pretty rarely prior to Geluk’s rise.

Also consecration of an object and empowerment of a person are very different--the basis of each differs, and the purpose of consecration vs. empowerment also differ.

But I don't think this is the place to get into along discussion as to the differences, etc.

There is no Vajrayana practice without Wang. Wang, or initiation, is the door throuugh which one enters the Vajrayana. There are rituals which don't require a "Wang," for example Sur, Sang, Chutor.....but there are deities associated with those practices and it is good to get the initiatio...
