I guess it comes down to how someone categorizes shamatha. Agreed. I'm sure it is sometimes used in relation to stillness/movement/noticing, and stability/steadiness as others have mentioned. It may not be Dzogchen Proper, but to insist Shamata has no relative or semantic relationship with Dzogchen...
