Actually neither. I'm sure we could agree that Buddhism has different approaches. I have opened this discussion to oppose theism and dogmatism in Buddhist practice.

I say yes. If we fail to condemn the crimes of fellow Buddhists then we are facilitating the continuation of those crimes. I personally don't have an expectation of nations, but should have been clearer in inditing the Sangha both robed and householders. We as groups and individuals have neglected to speak out. The shame of these misdeeds reflects on Buddhism as a whole.
