It's off the topic of sexual assault, but what is nearly as depressing as the allegation against Lobsang Sangay is the extreme regionalism the commenters on the linked Tibet Star article express. I hope some of them are just non-Tibetan trolls.

Most people, as human beings, don't remember their previous lives. Is there any teaching based on meditative realization, or the experience of delogs, etc, that indicate whether beings in hell have any memory of their previous misdeeds or have any idea why they are where they are?

A practice called "Lama Chopa" is pretty commonly done at Drikung Kagyu centers. The one in my town has Lama Chopa each New Moon day.
