I know your question was "best" and I'm not sure there's an answer to that. While most people associate Nagas primarly with water, Nagas and their associated spirits, such as Tsen, Nyen, Sadag, etc. "live" in all five elements. Never seen that one before, but probably means Lord/King of Study, i.e., the intellectual side of Buddhism as opposed to drub, practical accomplishment. This is only an "educated guess" since you do not include the actual Tibetan spelling.
