Good to keep in mind that this is a Ladakhi publication and that there are often different translations in use in the Tibetan areas of the PRC, especially as it pertains to things introduced in the 20th century.

The USA is a country where (from what I see here) the police are institutionally corrupt and violent, so protests can be violently quelled by thugs without any police interference.
