Good to keep in mind that this is a Ladakhi publication and that there are often different translations in use in the Tibetan areas of the PRC, especially as it pertains to things introduced in the 20th century.

P.S. It is probably an oversimplification to say that Mongol Buddhism is the same as Tibetan Buddhism. I was just reading a book edited by Vesna Wallace (also known as a Kalacakra scholar), "Buddhism in Mongolian History, Culture, and Society", which points out some important differences....

There is a small typo in your quote above. ཚས་པ is missing a ཨེ. It should read
