Tso Pema also is the seat of Lho Ontul Rinpoche, a highly regarded teacher from the Drikung Kagyu lineage. A teacher very close to my heart said the 5 precepts are the absolute bare minimum to keep if you want to get somewhere in Dharma!

There is no direct relationship between Bhumis and Jhanas, as far as I know. If there is, I'd be interested in reading about it, too! The bio on his website says he studied in Rumtek. But since there are none of his teachers mentioned, there's no way to verify his tulku and/or rinpoche status. Could of course mean he's "extra humble" or something, but then, why would such a person advertise to be a reincarnated rinpoche in the fir...
