it depends. if you want a particular TB sang practice, you should ask a TB teacher. Sang offering is an aborigen thing, a tibetan practice, and afaik it doesn't have roots in buddhadharma. Belief is hell is not a core, or even a necessary component of being a Buddhist. Sure, someone having Siddhis does not necessarily mean they have realization, However .. if someone is fully realized they 'will' have Siddhis as a matter of course.
