It’s because Gampopa was a monk who took his teachings back to a monastic community. Rechungpa stayed in isolated ngakpa community or was alone w just a few disciples. This list is slightly wrong. The Ekajati tantra (misdescribrd above as yogini) is not part of the 17. So the ontroduction tantra is missing from this list.
