I don't think Tibetan Buddhism is actually advocating the cessation of that. Quite the opposite, as I understand it.
From the arising of this comes the arising of that
Because we speak about dependent arising the cessation doubtful,lack of independent existence.

You can't say that all is emptyness --there must be something!
The emptiness teaching is an auxiliary concept,which may help to understand the reality.
