No the Order of Buddhist Contemplatives is not part of Japanese soto zen organisation. And it has nothing to do with correctness or anything like that. In soto worldwide are accepted only poeple and org which follow standards and registered training in Japanese soto monasteries. Rev. Jiyu Kennett was herself originally from Japanese soto zen, but became independent and not interested in keeping touch with its Japanese origin.
