Maybe Durga with a bit of Kali mixed in? (They are, after all, closely related right?) Durga did not hold a severed head afaik ... that was more Kali's thing. ;-)

It looks faux Tibetan to me. The hand implements are clearly Vajrayana but some are in hands you would not expect, like the kapala in the right. Judging from the poor proportion of the hands, the poor detail on the skulls in the crown, etc. I think this is just a fanciful knock-off from China of no deity in particular. It's clearly not Hindu.

Seen her golden face and the dark blue hair line, has this Goddess somehow a function, or is venerated in Vajrayana or somewhere else in Tibetan Buddhism?

In Vajrayana she is known as Kali Nagmo, and is considered a worldly protector by some sects.

Loppon Ogyan Tanzin Rinpoche considers her a dakini.

This is a thangka of Kali that he commissioned based on a vision that he had:

This was what I thought, that this Goddess would have a place inside a Tibetan Tradition.

Yes this Goddess Kali as a protector that seems to be logic and powerful.

So we can see that in the spiritual world there is a certain freedom and everything can be integrated.

Implement/dress wise at least similar to Kali, and that stance is much more common in Hindu deities than in Buddhist. But what Karma Dorje said seems pretty possible...
