Exception to the New Anti-Necro-Rule?

Exceptions include all topics in the pinned 'Announcement' section of each forum for example:- 'The Great Vegetarian Debate', The Great Abortion Debate' and any 'Resource' topic.
Can this thread be one of the exceptions to the new rule?

Create a new one and reference the old one in it?

well, if the old thread does not die, then it is not really "necro-posting" is it?

That said, I too would like to see the original thread become a sticky, for the sake of convenience.

I suggest, just dig that one topic up and moderation won't disturb you.
There's no rule without exceptions.
