Symbolic and unenforceable. Also from a purely legal perspective, a bit silly. A sovereign state has the right to decide which parts of its territory are open to foreign nationals, which foreign nationals, and under what conditions. By what authority does one state demand unconditional access to the territory of another for its citizens? It’s this sort of legislative pantomime that leads to Chinese policy makers not taking the US seriously
