Did Buddha teach non-dual means like that found in Tantra?

It depends on your definition of 'means'.
The Buddha taught non-duality, but Tantra is distinguished for having a wider repertoire of means and methods available to realize the fruit.

Like Buddha taught having the conventional and ultimate aspect of reality in one act of cognition.
Or something like when King Ja received the Statue of Vajrapani he meditated on its form and emptiness appearance but that this was something that had already been taught by the Buddha.

all buddhadharma aims non-duality, even if we don't get the point
that's why it's called buddhadharma
to me there is no difference in the aim of sutras, tantras and dzogchen that is buddhahood, and that's noon dual
so the means may vary, according to the audience, that's all
