Most people, as human beings, don't remember their previous lives. Is there any teaching based on meditative realization, or the experience of delogs, etc, that indicate whether beings in hell have any memory of their previous misdeeds or have any idea why they are where they are?
Delog by Dawa Drolma indicates that they can or do remember. Many of the hell beings specifically give messages for people in their former lives as people.
Better than if there were thousands of meaningless words is
one meaningful word that on hearing brings peace. Dhp

The whole transference of merit which is a very important part of buddhism everywhere
Specifically asking if Tibetans perform Ksitigarbha practices in particular, not about transference of merit.
