Did the 84 mahasiddhas authorize others to teach?

The Lotus Sutra and Karandavyuha Sutra also establish Shiva as an emanation of Avalokitesvara and he preaches the dharma in this form. What we can glean from this and the stories of Minapa and Goraksha is that Shiva is qualified to teach the Buddhadharma, but that does not mean that Shaivism leads to Buddhahood.
