Anyone know if there is an English translation?

You could ask Rev. Jikai Queequeg, as it's a Pure Land contemplation and Tendai keeps and practices Pure Land visualization meditations. He'd know

No right or wrong is preached (within it) Ordinary people and sages are equal, without superiority or inferiority
