You need the transmission for it beforehand.

Also, there is a much better translation by Erik Pema Kunsang.

I would also be very curious to know where to get the booklet for this practice. Chokyi Nyima Rinpoche kindly gave us the transmission for this practice very recently.

Tony Duff's translation is above, the translation of Erik Pema Kunzang can be bought at various Gomde's. There is also a short commentary by Nushol Khen translated by Erik Pema Kunzang.

There is no empowerment for this practice to my knowledge, so in this case I am pretty sure they mean transmission required i.e. "lung".

I believe on lhasey lotsawa it says the text is for those who have received transmission ‘ and Permission’ by one of the Rinpoche’s.
Just checked and yes at the end of the text this is what it says.
