You need the transmission for it beforehand.
Also, there is a much better translation by Erik Pema Kunsang.

I would also be very curious to know where to get the booklet for this practice. Chokyi Nyima Rinpoche kindly gave us the transmission for this practice very recently.

Tony Duff's translation is above, the translation of Erik Pema Kunzang can be bought at various Gomde's. I believe on lhasey lotsawa it says the text is for those who have received transmission ‘ and Permission’ by one of the Rinpoche’s.
Just checked and yes at the end of the text this is what it says.
