How long would it take a Dzogchen practitioner to make a Pure Land better than Buddha Amitabha's?

Why not? Amitabha buddha was a human once and went through many incarnations of hardship for our sake. Nothing says it can't be accomplished. But it is VERY and i really mean very difficult in all probability and beyond.
Where would such causes meet the conditions as for one to even begin a task like that? Lucky shots in the dark? Praying for it?

We have to believe in the possibilities to evolve and create what these teachings actually are. I don't think there is a "creating purified buddha fields for dummies" though..

Indeed. But practically most difficult to fulfill. If i was abandoned by buddha i would do it but otherwise it's too difficult. One could not purify a buddhafield "better" than Amitabha's per se, but since buddhafields do not exist apart from one's own state, one ought not worry about it.
