Yes, that description is what prompted me to ask this question. Because there is not additional information provided, I can't help wondering if that is a mistake and they meant to write that he is the "emanation of a terton".

Usually, yea. Both likely refer to nirmāṇakāya or tulku.

If he took out some termas this life is not commonly known. He is a highly unusual person so maybe.
