Probably more of a "god" with a lowercase "g" as there are literally hundreds of thousands of them. These "gods" or "devas" are beings in higher realms; but outside of the ones in Pure Lands (anyone born in Sukhavati has the body of a deva according to the 48 vows), they are still beings trapped in samsara - the cycle of birth and death. When the karma that led to their rebirth in that higher realm runs out, they fall back into lower realms (hoping for a birth as a human).
