None of the major reference sites (Wikipedia, Sourcewatch, etc) seem to talk about it, which suggests it's not highly regarded.
https://mediabiasfactcheck.com/foreign-policy-journal/ says leftish and unreliable - although I have to say I don't know that site well enough to know how reliable it is.

Your site there lists CNN and the Daily Mirror as "left leaning", so I'd take all those rankings with a big pinch of salt. Weirdly though, it also lists Bellingcat and Know Your Meme as "least biased", which is the first time I've ever seen them in the same list together. It seems to have to some really weird choices in the left leaning columns, but the ones outside of the political spectrum i.e. "Conspiracy" are all good lists of the usual suspects.

I can't talk about this publication in general, but I was confusing it with Foreign Policy, which is a center right wing publication.
