His holiness' doesn't usually reveal the commitments until the actual empowerment.

It is hard to say for sure what the commitments will be, but you can make reasonable guesses. Definitely daily Six Session Guru Yoga. Almost certainly daily recitation of Yoga of Three Purifications. Quite possibly a daily Yamantaka sadhana, if not two.

Even throught webcast? All watchers are not diligent. Do they tell where to get liturgies?

When you participate in something like an empowerment, if it's an empowerment that can be given via webcast, then you are on the same level in terms of eligibility, as someone who is there in person. A webcast like this is not just some video you watch for fun. It comes with the same commitments like attending in person.

As for being diligent or not, that is on the practitioner.

For 13-deity Yamantaka Empowerment, does one need to attend everything on Jan 19th,or one also needs to attend on Jan 18th beforehand?

In the past, HHDL has stated that a specific empowerment transmission over webcast was valid. Whether or not these empowerments will be considered valid is up to HHDL's, so I would keep an eye out for any such statements during the preliminary teachings. In the case of the Kalachakra last year for example, they streamed the actual empowerments live but did not archive them as the transmission would not be valid as a recording. In the case of the Chenrezig empowerment in Italy from the 5th Dalai Lama's cycle of revelations, HHDL also stated that it was valid to receive over webcast.

If you are aware of what is happening and following along during a webcast which HHDL has declared to be a valid transmission, you should consider yourself bound by all samaya and commitments as if you attended in person. This is not a light decision to make, so do think carefully before joining.

Regarding preparation and actual empowerment sessions, if a person has previously received a complete highest yoga tantra initiation with both preparation and actual empowerments, you may attend only the actual empowerment. However, in the case of the 13 deity Yamantaka here, I would say you should attend all three sessions because HHDL may not perform the ritual exactly as scheduled.

Had actually taken 13 deities Yamantaka empowerment from Jhado Rinpoche,so right now I am considering taking this again from HHDL.
Since I need to ration my company leaves(partly for future teachings), I might just take a leave this Friday to attend the actual empowerment, only issue is if there is any change in schedule.

It's always a gamble, just with the recent Hayagriva initiation at Sera, HH did everything in one session instead of two. The important thing is that you are there for the ritual procedures at the start of the actual empowerment prior to entering the mandala.

I remember the commitments for all empowerments, as Gyalwa Rinpoche stated them before the Chenresig Wangchen. If you want me to tell them, ask and I'll PM it to you!
