A brief biography of Rinpoche is as follow:
In 1982 the year of Water Dog, Lhundrup Gyatsho Rinpoche’s third incarnation, Chagtrul Thupten Thinley Rinpoche was born in a village of Darlag County, Golok, Tibet (at Current Qinghai province, China). Known to be the emanation of Sarvanivarana Viskambin Bodhisattva, several eminent masters including Khandro Tare Lhamo, Tenpai Nyima Rinpoche, Orgyen Thinley Rinpoche and Amdo Geshe had come forward to recognize the return of this great being.

Oral stories had it that as soon as he was able to speak, he recited verses in Dharma text including some very detailed historical events of Gesar without any guidance from teachers and adults. Rinpoche always played the role of Joru, the childhood name of Gesar in ritual dancing ceremonies, and even perform very lively storytelling skills of Gesar to village folks as if he actually lived through those historical events. He was enthroned in Dongkar Monastery as reincarnate master at the age of 5 by his root guru Chaksul Orgyen Thinley Rinpoche.

Protector Ekajati frequently appeared in both dream and reality whenever he encountered dangers and obstacles during his childhood. At one time, many had witnessed rinpoche ran over by a bulldozer but came out completely unharmed.

Since leaving Tibet at the age of 17, rinpoche spent a few years in Chorten Monastery, Sikkim to study under Do Drupchen Rinpoche and received Longchen Nyingtik and Great Perfection transmissions in its entirety from His Holiness. He then travelled to many holy places in India, Sikkim, Nepal, Bhutan to receive teachings from great masters, undergo retreats as well as to propagate Buddhadharma. His major teachers include his root guru Orgyen Trinley Rinpoche, Do Drupchen Rinpoche, Khenpo Munsel, Yangthang Rinpoche, Namkha Drimed Rabjam Rinpoche, Khenpo Akhyuk Rinpoche, Penor Rinpoche, Kenchen Pema Lodro Rinpoche et al. Do Drupchen Rinpoche, Yangthang Rinpoche and Namkha Rinpoche had composed longevity prayers for Thupten Rinpoche.

Rinpoche has very close karmic connection with protector King Gesar. he went for pilgrimage with Yangthang Rinpoche to Borobodur in 2009 and offered a precious bow and arrow to Yangthang Rinpoche,  who was very pleased with the offering and with this profound dependent arising (tendrel), gave prophesy that Thupten Rinpoche's dharma activities, especially the teachings and practices related to wisdom protector deity Lord Gesar, will be widespread and victorious. The bow and arrow were later brought back by Yangthang Rinpoche and kept in his private shrine in Yuksom, Sikkim.

Rinpoche is actively engaged in social projects in his homeland to improve the lives of his lamas and has built a retreat centre in Dongkar Monastery. He has few groups of devoted follower community from various countries, notably from Norway, Malaysia, Indonesia and Taiwan as he spends most of his time in these countries.

PS:
By instruction of Terchen Namkha Drimed Rabjam Rinpoche, Thupten Rinpoche will be bestowing this rare empowerment of Gesar Drala, that of Namkha Rinpoche's terma. Namkha Rinpoche himself rarely gives this empowerment but for some reasons asks Thupten Rinpoche to spread this precious Dharma.
