Surfing in the Singapore Dzogchen site I was reading these 27 vows he took in 1978, but they stopped at 17. Is the complete list available somewhere else online?
A bodhisattva does not become weary of evil beings nor does he commit the error of bringing forth thoughts inclined to reject them and cast them aside. Avatamsaka Sutra, ch. 25

They don't stop at 17, 17 is the the 17th question hehe. The 16th question is what are the 27 commitments of Chogyal Namkhai Norbu Rinpoche. There are actually 9 vows, but they are meant in regards to himself, his students and his friends which together then makes 27.
Although many individuals in this age appear to be merely indulging their worldly desires, one does not have the capacity to judge them, so it is best to train in pure vision.
