If I've ignored something, it's to refocus on what I consider to be important, which is "not to deter from tantric practice anyone having confidence in it."
Someone's confidence may only be a seed until it is watered. People need to be shown the benefits of practice before they can engage in it.
If they go there, like the energy of the people, see the majesty of the method & are inspired to practice, that is wonderful.
Formal samaya or no, people are constantly breaking their promises. The compassion of a lama who introduces a student slowly to the concept of tantric commitments is not to be underestimated. Even the smallest trickle of devotion, nurtured by the lama, can turn into a rain of blessings.
